scene. all lanes are closed. nothing is getting by. castle marina road is where your delay begins. we will let you know when they reopen lanes. can narrows is looking good. that is the latest on traffic pulse 11. back to you. >> the chair of the anti animal abuse task force is speaking out after the abuse of a puppy. >> this happened on saturday. kerry cavanaugh is live with the details. >> a group of kids went after a dog in full view of people on the carroll park golf course. people intervened but it was too late to save the puppy. witnesses say the perpetrators appeared to be 10 years old.
the chair of the animal abuse task force said there was extreme abuse. pit bull last week was slashed with a machete. a dog named christy was attacked over easter. >> it is alarming to see juvenile commit these types of crime. becomestion doesn't whose dog will be the next victim? it will be whose grandmother will be the next victim? >> the task force has been in place for about a year. ere a dog was set on fire with gasoline. this comes as animal control is facing severe cutbacks. we'll have more on that coming

of construction. now back to tony pann. good morning. >> so far things are pretty quiet around baltimore. we expect some rain to be moving in within the next 30 minutes or 45 minutes. it looks like a couple of sprinkles in howard county back up to frederick. most of it is down around d.c. and near frostburg. it is all moving eastward. it will rain into this afternoon so take an umbrella with you. this is all part of a complex storm system that will work its way through here over the next couple of days. the first batch of rain will move through today. more will move through tomorrow. this is the same front that has been bugging us for the last couple of days.
it stalled to our south and now we have waves of energy. one will come through today and another one most likely tomorrow. los 60's today. in the northern suburbs, you might not get out of the 50's. 57 in rock hall. we could sneak into the low to mid 60's, way below average. the steadiest rain will move in this afternoon. cloudy and cool. average high temperature around 64. rain showers tonight. temperatures dropping back into the 50's. during the day tomorrow, the second part of the system moves through. that should be it. we should clear out by the middle of the week. we will see rain tomorrow. there could be a rumble of thunder on tuesday. temperatures in the low 60's.
